Pre-Implementation:

· Conduct community orientations
· Identify local liaison
· Develop a task force
· Assess community leadership support
· Prepare a workplan and Conduct/review community assessments

Implementation:

· Incorporate and establish CIS Board of Directors
· Conduct fundraising & Hire an Executive Director
· Select Sites & Negotiate Partnership Agreements
· Develop Comprehensive Site Plans & Prepare Project Sites

Operational:

· Prepare plan to attain CIS charter
· Strengthen and expand program
· Request Q&S Review

Chartered Status:

· Complete Q&S Review
· Prepare plan to maintain CIS charter
